- Won "Right to Organize" regulations from HUD which defend
tenants right to door-knock, leaflet, hold meetings, form tenant associations
independent of management, and require owners to recognize democratic
tenant unions
- Won distribution of over two million Tenants' Rights brochures distributed
to tenants in nine languages
- Won revision of HUD’s Management Agent Handbook to require recognition
of tenant unions and provision of meeting space, as well as sanctions
for owners who harass tenant groups
- In June,2002 HUD also published a revised Model Lease, which owners
and managers are to use for all 2.1 million households in HUD housing.the
Lease also references, for the first time, HUD's Right to Organize regulations.
This was a long-standing NAHT recommendation which extends the institutionalization
of the Right to Organize into enforceable legal documents affecting
every tenant in HUD housing

a strong quote, drafted by NAHT, where HUD Secretary Martinez acknowledges
management/owner harassment and affirms tenants Right to Organize
